How can the EU better align its normative agenda with geopolitical imperatives in Eastern Europe?

She explains that while the EU has long focused on promoting democratic reforms, only recently has it started to act more strategically in response to growing geopolitical pressures. To align values and strategy, the EU must rethink how it engages with its Eastern neighbours.

Prof. Delcour suggests two key steps: First, the EU should strengthen its security involvement to become a more credible security actor in the region. Second, it should link its incentives – such as access to the internal market or infrastructure investment, not just to democratic progress, but also to clear geopolitical alignment.
